Penn's Tidal XT 423 is a three-piece shore rod with a fast action, a 4.23m length and a 50 to 200g casting rating. Its 36T and 40T high-modulus carbon blank uses X-wrap reinforcement to reduce twist during the cast, while the solid carbon tip is made for clear bite indication.

The tip has glow-in-the-dark paint for visibility in low light.

Fuji Lowrider guides keep the line path close to the blank and are intended for thin braid and low-diameter monofilament.

The rod has saltwater-resistant guides and reel seat, an X-shrink casting grip for control during casting, and a DPS-style screw winch reel seat to hold the reel securely. At 575g, its transport length is 141cm.
